On Wednesday, Luxembourg's first stationary speed cameras will enter the preliminary test phase which will last until 29 February 2016.

During this time, motorists will not receive a penalty if they are caught speeding and all photos taking during the test will be deleted afterwards. The test phase represents a preliminary process before the ten first stationary cameras are commissioned on 16 March 2016.

This speed camera project was initiated after it was found that 48% of fatal road traffic accidents in 2014 were the result of speeding, and 55% of penalty points were due to excess speeds. Overall, more than 100 sites were put forward as possible areas in which the cameras could be established, with the final selection made based on the number of personal injuries, the gravity of the accidents and the speeds practiced along the road. Overall, twenty stationary cameras and six mobile cameras will be set up before the end of April 2016, with a further ten planned for 2017.

The speed radars will be able to measure the speed of a vehicle in both directions across a maximum of three lanes, and will be capable of distinguishing between either cars or motorbikes and heavy-weight vehicles. In the case of excess speed, a photo of the front and back of the vehicle, its license plate and driver will be taken, and a warning fine sent by post to the individual in question four weeks at the latest following the infraction. If the fine is not paid, within 45 days of receiving the letter for Luxembourg residents and within an additional month for non-residents, the offender will risk losing points on their license.

In 25 km/h to 100 km/h zones, the tolerance margin will be 3 km/h, whilst in zones of over 100 km/h the margin will be set at 3%. For exmaple, in a 90 km/h zone the tolerance margin would be up to and including 93 km/h and along a 130 km/h road it would be 134 km/h.
