Luxembourg's Ministry of Health has confirmed that, contrary to claims circulating on social media networks, it has never agreed to a validation procedure for rapid COVID-19 antigenic tests by tele-consultation via video conferencing applications.

Such tests must be carried out or supervised on site by healthcare professionals who have the authority to establish a European digital certificate with QR code in the event of a negative result.

The certificate is valid for 24 hours and can be certified by:

a) a doctor, a pharmacist, a nursing assistant, a medical technical assistant, a nurse, an anaesthesia and intensive care nurse, a paediatric nurse, a psychiatric nurse, a graduate nurse, a midwife, an assistant social hygiene, a laboratory assistant, a physiotherapist, an osteopath, authorised to practice their profession in the Grand Duchy of Luxembourg;

b) a public official or employee, as part of the tests carried out with students in basic and secondary education, and who is appointed for this purpose by the regional director, the school director, the director of the secondary school or high school director. The list of public officials or designated employees will be validated by the director of health.

The COVID-19 test certificate issued by the persons referred to in a) above is accompanied by a QR code.

The ministry stressed that selling certificates over the internet is a violation of the law and exposes the people who sell and buy them to potential prosecution.
