On Monday 4 September 2023, the Luxembourg Ministry of Higher Education and Research announced that the Government Council (Cabinet) has appointed nine members to the University of Luxembourg’s Board of Governors, following the ministry’s proposal on 28 July 2023.

This action was due to the fact that the mandate of the current Board of Governors’ members at the University of Luxembourg, appointed by the Cabinet in 2018, will expire on 1 December 2023.

In accordance with the revised law of 27 June 2018 concerning the structure of the University of Luxembourg, the Board of Governors consists of thirteen members. Among these, eleven members serve a five-year term, which can be renewed, and are appointed by the Cabinet. Additionally, two members, specifically the president of the staff delegation and the president of the student delegation, hold ex officio positions on the board. Of the eleven members appointed by the Cabinet, nine are nominated by Luxembourg's Minister for Higher Education and Research, while the remaining two are selected by the university council.

Of the nine members proposed by the minister, at least five must have the rank of university professor and the proportion of members of each gender cannot be less than 40%.

The Cabinet appointed the following members, on the basis of the aforementioned criteria:

  • Julie Becker, managing director of the Luxembourg Stock Exchange;
  • Yves Elsen, managing director and chairman of the Board of HITEC;
  • Natalia Filatkina, professor at the University of Hamburg;
  • Yvonne Flour, professor at the University of Paris 1 Panthéon-Sorbonne;
  • Stephane Hess, professor at the University of Leeds;
  • Paul Lesch, interim director of the National Audiovisual Centre (CNA);
  • Jeannot Trampert, professor at the University of Utrecht;
  • Sandra Visscher, executive director of the Luxembourg committee for UNICEF;
  • Serge Weis, professor at Johannes Kepler University in Linz;
  • Yvonne Flour, Sandra Visscher, Yves Elsen, Paul Lesch and Jeannot Trampert, who were already part of the outgoing Board of Governors of the University of Luxembourg.

After the University Council, formed following the elections scheduled for the start of the 2023/2024 academic year, presents its recommendations for two additional members, the Cabinet will then move forward with the appointment of these individuals.
