
On Tuesday 16 September 2025, Luxembourg’s Minister of the Environment, Climate and Biodiversity, Serge Wilmes, in the presence of Klima-Agence Director Fenn Faber, presented the revised financial aid scheme “Klimabonus Gemengen”, aiming to encourage municipalities in their efforts to promote renewable energy and energy efficiency.
The aid scheme was initially launched in 2014 within the framework of the Climate Pact (described as a key tool for structuring and steering energy and climate policy at the municipal level) and financed through the Climate and Energy Fund (FCE).
This financial aid scheme supports municipalities, municipal syndicates and public establishments placed under the supervision of municipalities in carrying out specific projects related to renewable energy and energy efficiency. The current revision is part of the Integrated National Energy and Climate Plan (PNEC) and is reportedly aligned with the provisions of the Climate Pact 2.0, which calls for stronger measures and collective efforts to the national objectives of climate neutrality.
According to Luxembourg’s Ministry of the Environment, Climate and Biodiversity, the update to the scheme expands the categories of aid and introduces more transparent measures for processing applications. It now includes funding for: studies on adaptation to climate change; sustainable constructions with aspects of circular economy; renewable energy and energy efficiency projects; projects aimed at promoting sustainable construction and housing; the promotion of certain road vehicles with zero CO2 emissions.
The adaptations offer municipalities the opportunity to carry out large-scale projects, such as installing solar panels or renovating their infrastructures for energy efficiency. Furthermore, municipalities receive structured support, provided by the Klima-Agence, including the expertise of a climate adviser and specialists in energy renovation and the circular economy. In addition, a catalogue outlining the relevant measures and offering support for their implementation has also been sent to the municipalities.
A transition phase is planned until 31 December 2025, allowing project leaders to choose between the old and the new scheme, depending on the progress of the project planning.
