On Wednesday 5 August 2026, Luxembourg's Ministry of the Economy launched two new calls for tenders for photovoltaic installations: a third call for agrivoltaic ("agri-PV") installations and an eighth call for large-scale photovoltaic installations on rooftops and impermeable surfaces.
According to the ministry, both calls are largely similar to those launched in 2025, with several adjustments made following an analysis of last year's results. The main new feature is that the ranking and award of projects will take into account any energy storage systems that bidders plan to integrate, with favourable weighting applied during the evaluation process.
The call for agrivoltaic solar power plants covers 75 MW of capacity.
According to the ministry, the aim is for these "agri-PV" plants to provide a threefold benefit in terms of agricultural production, renewable electricity generation, biodiversity and nature protection. The call is being organised in close cooperation with Luxembourg's Ministry of Agriculture, Food and Viticulture and Ministry of the Environment, Climate and Biodiversity.
Successful bidders will receive a fifteen-year market premium contract for the electricity injected into the grid.
The deadline for submitting bids is 15 January 2027.
The call for photovoltaic installations on impermeable surfaces, including rooftops, building façades and parking canopies, covers 35 MW of capacity.
Successful bidders will also receive a fifteen-year market premium contract for the electricity injected into the grid.
