On Monday 28 July 2025, Luxembourg’s Minister of Education, Children and Youth, Claude Meisch, launched the Activity Box, a kit designed for children aged one to three and their families. 

According to the Ministry of Education, Children and Youth, the Eltereforum (parents' forum) service developed the box as part of the Screen-Life-Balance campaign. It offers a wide range of ideas for playing, moving, interacting and sharing enjoyable moments as a family. 

The ministry stated that this initiative builds on a key recommendation: to avoid exposing children under three years old to screens. 

Scientific studies highlight that during the first years of life a child’s brain develops very rapidly. Children learn most effectively through direct interaction with other people and their environment. Digital content, even if labelled as “educational”, does not meet toddlers’ developmental needs; on the contrary, it can even hinder them.

The ministry said that to support parents in following this recommendation, the Activity Box offers “concrete and fun alternatives to screen use”. It encourages free play, sensory exploration, experimentation and conscious family bonding, all of which promote healthy development in children aged one to three.

Minister Meisch emphasised: “The Activity Box provides space for everything essential to a child’s healthy development during the first three years of life. If we want to support children from their earliest days, we must give parents ideas and inspiration to share quality family time - moments where smartphones have no place.”

With its practical format, the box is designed to allow families to use its contents at home or on the go - at grandparents’ houses, in the doctor’s waiting room, at restaurants, on public transport and more. It offers a variety of ideas to entertain and occupy children in any situation.

Inside the box, families will find:

• an illustrated book featuring the adventures of little monkey Will and little fox Mich, encouraging play, movement and discovery;

• two washcloths shaped like characters from the book, which invite children to tell or reenact the adventures of Will and Mich or make everyday moments - like bath time - more playful;

• a die with six movement ideas that stimulate motor skills, the joy of moving and coordination;

• a drawing book and colouring pencils;

• a small wooden caterpillar, a sensory-motor toy that stimulates motor skills and the senses and can be included in play;

• a play towel that the child can use for dancing, dressing up or creating a little private space.

The box also includes a letter to parents with seven tips for a successful Screen-Life Balance, an explanatory note about the activities in the box and a leaflet with information about parental forums and their services.


Parents of children aged one to three can order the Activity Box free of charge on the website www.eltereforum.lu. The box can be collected from the Eltereforum location of their choice.

Parental forums also organise activities and workshops around the Activity Box, during which interested parents will receive additional information about the box’s contents and its uses.
