Today, Thursday 22 December 2022, the Chamber of Deputies voted unanimously to accept bill n°7514 reforming what is commonly called administrative supervision over municipalities and other entities of the municipal sector to establish a modernised system supervision of municipal management.

The tabling of the bill in January 2020 was the first important step in the process of overhauling municipal law, which began under the slogan “mateneen fir eng modern Gemeng”. Both the Ministry of the Interior and the municipal sector were aware of the need to modernise the control of municipal management. The raison d'être of State control over municipalities being to ensure the legality of municipal acts and to preserve the general interest, it was a question of redefining the administrative supervision of the State in a spirit of modernisation, simplification and digitisation. 

The reform leads to the strengthening of municipal autonomy. The state is no longer just a controlling state, but is also becoming an adviser and partner state for municipalities.

"The reduction in the number of files to be submitted to state control as well as the implementation of e-MINT, an electronic document exchange platform, will lead to a simplification and acceleration of administrative procedures allowing a better organisation of municipal administration”, noted Taina Bofferding, Minister of the Interior.
