From Tuesday 14 to Wednesday 15 July 2026, Luxembourg's Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade and Minister for Development Cooperation and Humanitarian Affairs, Xavier Bettel, paid a working visit to Togo.

During the visit to Lomé, Minister Bettel met his counterpart, Togo's Minister of Foreign Affairs, Cooperation, African Integration and Togolese Abroad, Robert Dussey, as well as Minister of Digital Economy and Public Service Efficiency, Cina Lawson.

According to Luxembourg's Foreign Ministry, the visit marked a further step in strengthening bilateral relations between Luxembourg and Togo, notably through the signing of the first Indicative Cooperation Programme (ICP) covering the period 2026-2031.

The programme focuses on three priority areas:

  • technical education, vocational training and labour market integration;
  • environment and climate change response;
  • digitalisation.

The Foreign Ministry noted that the programme will be implemented by the Luxembourg Embassy in Benin, which is also accredited to Togo, together with Luxembourg's development cooperation agency, LuxDev.

Following the signing of the ICP, Minister Bettel stated: "The signing of the ICP demonstrates Luxembourg's commitment to strengthening the ties of friendship and cooperation with Togo. After my first visit to Togo two years ago, our teams worked together to identify sectors where mutually beneficial cooperation is possible. I am pleased to take this important step today in strengthening relations between our two countries."

Minister Bettel also signed two additional cooperation projects, one aimed at protecting biodiversity and promoting the sustainable management of protected areas, and another focused on strengthening digitalisation and cybersecurity in Togo.

During the visit, the Deputy Prime Minister held bilateral talks with the President of the Council, Faure Gnassingbé. According to the ministry, discussions focused on bilateral relations, particularly development cooperation, as well as the domestic situation in Togo and developments across the wider sub-region.

Minister Bettel also carried out several field visits. He visited a digitalisation project supporting Togo's digital transformation and Réseau Cupidon, a non-governmental organisation working to combat sexually transmitted infections (STIs) and HIV/AIDS among affected populations in Togo.

In addition, Minister Bettel signed an agreement with the United Nations Population Fund (UNFPA) aimed at empowering women and female university students, particularly through improved access to reproductive healthcare and decision-making positions.
