From Monday 10 to Tuesday 11 November 2025, Luxembourg's Deputy Prime Minister, Minister for Foreign Affairs and Foreign Trade and Minister for Development Cooperation and Humanitarian Affairs, Xavier Bettel, undertook a working visit to El Salvador - the first stop on his tour of Central America.

He also represented the High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, on this occasion.

As reported by the Directorate for Development Cooperation and Humanitarian Affairs of Luxembourg's Foreign Ministry, Minister Bettel emphasised the importance of this visit in continuing an open, trusting and constructive dialogue with the Salvadoran authorities. During his meetings with Vice President Felix Ulloa and Foreign Minister Alexandra Hill Tinoco, Minister Bettel highlighted the willingness of Luxembourg and the European Union to listen to El Salvador's priorities, particularly regarding regional security, and to identify areas where this partnership can be strengthened.

Luxembourg's Foreign Minister acknowledged the progress made in the fight against organised crime and the reduction of violence in El Salvador, while reiterating the importance of respecting human rights, the rule of law and international commitments. He stressed the importance of ensuring an environment conducive to the work of civil society and constructive dialogue on institutional issues. A return to institutional normalcy would help consolidate the security progress achieved and ensure its sustainability, he said.

Minister Bettel also emphasised the need to remain engaged within the multilateral system, with the United Nations at its core, to jointly address global challenges.

On the economic and development front, he underlined Luxembourg and the European Union's commitment to supporting El Salvador's modernisation agenda, particularly through the Global Gateway strategy, which promotes an inclusive green and digital transition.

Minister Bettel visited a Luxembourg-supported women's entrepreneurship project in the chocolate sector, a coffee company supported by the European Union and a training and professional integration project for young people in the digital field. He also met with several representatives of civil society in discussions that addressed issues related to media freedom, human rights and democratic governance. At the end of his visit, the minister met with representatives of the private sector.
