On Thursday 15 May 2025, Luxembourg's Ministry of Finance reported that Finance Minister Gilles Roth led a two-day financial mission to the United Arab Emirates (UAE) focused on strengthening financial cooperation and exploring new opportunities in areas such as fintech, sustainable finance and cross-border investment.

The ministerial delegation was accompanied by Luxembourg for Finance, the national agency for the development of the financial centre, and the Luxembourg House of Financial Technology (LHoFT).

Minister Roth spoke at the Dubai FinTech Summit, which brought together 10,000 participants. His speech focused on global economic growth and innovation in the financial sector. On the sidelines of the summit, he participated in an event co-organised by the LHoFT and the MENA Fintech Association, bringing together the regional fintech ecosystem.

Also in Dubai, Minister Roth held a bilateral meeting with Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, to discuss the macroeconomic and geopolitical situation and opportunities to further strengthen ties between the two countries' financial sectors.

In Abu Dhabi, Luxembourg's Minister of Finance met with Sheikh Hamed bin Zayed Al Nahyan, Managing Director of ADIA, the country's largest sovereign wealth fund. He also witnessed the signing of a memorandum of understanding between ADIA Lab and the Luxembourg Institute of Science and Technology (LIST), aimed at strengthening cooperation in the field of artificial intelligence (AI) research.

The mission also featured a series of high-level meetings with financial institutions in Dubai and Abu Dhabi, as well as with the leaders of the two financial centres - AGDM and DIFC - with a view to strengthening economic and financial ties between Luxembourg and the UAE.

"Luxembourg and the United Arab Emirates share a common vision: that of economic development based on innovation, international openness and solid expertise in financial services. My mission here aims to strengthen these synergies and build concrete bridges between our financial centres. More than ever, it is important to develop interconnected financial markets before stimulating global growth and cross-border investment," stated Minister Roth.
