On Thursday 1 October 2026, Luxembourg’s Public Transport Administration and the Ministry of Mobility and Public Works announced the signing of the “Mobibus Transport Operating Framework” by the six competent ministers, demonstrating the government’s commitment to ensuring a coordinated approach to the service.
Mobibus is a specialised regular transport service that complements ordinary school transport and public transport and is intended for people whose circumstances require tailored support. As such, it plays a vital role in facilitating their access to education, training and employment.
The signatories to the framework are the Minister for Mobility and Public Works; the Minister for Family, Solidarity, Living Together and Reception; the Minister for Education, Children and Youth; the Minister for Labour; the Minister for Health and Social Security; and the Minister for Research and Higher Education.
The new guide formalises the rules, procedures and responsibilities governing the organisation of the service in order to improve understanding and transparency. It does not change the purpose of the service or the existing access conditions. In particular, it specifies the types of transport that can be organised, the procedures relating to requests and changes, and the roles and responsibilities of the various parties involved.
In this way, the stakeholders concerned are strengthening the consistency, safety and quality of the service and promoting smooth and effective cooperation between administrations, schools and support structures, bus companies and other partners involved.
The Public Transport Administration and the Ministry of Mobility and Public Works said this development marks a further step towards a more efficient, coherent and reliable transport service.
