FLEX, operated by CFL Mobility, has announced the expansion of its carsharing service in Luxembourg City, with the addition of sixteen new locations.
On Thursday 1 January 2026, FLEX officially took over Carloh's service and integrated sixteen new stations in Luxembourg City, which were previously part of the municipal carsharing network. According to FLEX, this completes the transition to a nationally standardised carsharing service and marks "a significant step" for the future of shared mobility in Luxembourg.
Owing to this integration, users in the capital now have access to a fleet of 72 vehicles, uniform pricing and "simple, intuitive" operation via the FLEX app.
For existing FLEX customers, this translates into greater availability and shorter journeys to access vehicles, especially in densely populated areas, according to CFL Mobility.
Reacting to the official launch, Yuriko Backes, Luxembourg's Minister for Mobility and Public Works, stated: "Complementary to the public transport network and its multimodal approach, carsharing helps to ease road traffic and reduce the need for parking spaces by freeing up public space. It aligns with our ambition to make our territories pleasant living and working spaces while remaining accessible. Carsharing is emerging as a natural component for modern and sustainable mobility in Luxembourg, offering everyone easy access to a vehicle according to their needs and without ownership."
Lydie Polfer, Mayor of Luxembourg City, commented: "The integration of the Carloh service into the national FLEX carsharing network now allows citizens to benefit from a single car-sharing solution in the capital. With this development, the City of Luxembourg aims to further facilitate and encourage the use of shared mobility, in accordance with the guidelines of the 'Mobilitéitsplang fir muer' [Luxembourg City's Mobility Plan for Tomorrow]."

Looking ahead, investments in additional FLEX stations are planned throughout the country to continuously expand the national carsharing service and make it more attractive.
Since its launch in 2018, approximately 25,000 customers have opted for a FLEX subscription and regularly use this service as a flexible complement to public transport. With the integration of sites in the capital and the planned expansion, FLEX said it was taking "a significant step" towards a modern, nationwide mobility offering. The reported goal is to make carsharing a natural part of daily mobility in Luxembourg and, in the long term, to enable more people to easily access a vehicle when needed.
