On Wednesday 1 July 2026, Luxembourg's employment agency ADEM announced that a new law expanding access to professionalisation internships had entered into force, opening the scheme to all registered jobseekers, including young people.

According to ADEM, the professionalisation internship is designed to provide a stepping stone into employment. Previously reserved for jobseekers aged 30 and over, the scheme is now available to all jobseekers registered with the agency.

Lasting six weeks, or nine weeks for highly qualified profiles, the internship is financed by ADEM and enables participants to discover a profession, develop their skills and gain their first professional experience in a company. Employers, meanwhile, can assess candidates under real working conditions before deciding whether to offer them a job.

ADEM stated that one professionalisation internship (SP) out of two leads to an employment contract, making it the measure with the highest rate of professional integration among those offered. It added that SP may now be followed directly by an employment initiation contract (CIE).

The new law also provides for several administrative simplification measures. From now on, ADEM said it will pay the allowance directly to the beneficiaries of the measures concerned before invoicing employers each month for the share they are required to pay. It will also take care of registration with the Joint Social Security Centre (CCSS) for the entire duration of the measure.

This new system reduces the administrative procedures for companies, removes the need for employers to pre-finance the allowance and guarantees beneficiaries a simpler and more secure payment process, continued ADEM.

The reform also aims to “harmonise the rules” applicable to the various employment support measures: all beneficiaries of a reintegration employment contract (CRE); an employment support contract (CAE); or CIE will benefit from the leave scheme in force within their host company.
