
On Tuesday 30 September 2025, the ADEM employment agency and the Luxembourg Employers' Association (UEL) celebrated the tenth anniversary of their partnership supporting employment.
The event, which took place in the presence of Luxembourg's Minister of Labour, Georges Mischo, UEL President Michel Reckinger and business representatives, also paid tribute to the first companies to have obtained the "Entreprise, partenaire pour l'emploi" (employment partner company) label.
Created in 2015, the ADEM-UEL collaboration aims to specifically adapt ADEM's service offering to the specific needs of companies, in order to promote the hiring and inclusion of jobseekers. Every three years, the programme is adjusted to respond to changes in the labour market, "adopting a dynamic and proactive approach", according to ADEM. New initiatives are regularly implemented to facilitate the professional integration of jobseekers and to simplify recruitment processes.
Minister Mischo recalled that when it was created, "the approach was truly innovative. Today, it is regularly cited as an example of good practice, including at the European level."
Michel Reckinger stated: "The future of our labour market depends on our ability to be open, inclusive and innovative. But businesses cannot meet this challenge alone. We - public and private stakeholders - are working together to continue supporting them through the success of this partnership."
ADEM noted that the labour market is currently going through a "unique" period: the number of recruitments over a one-year period remains high (nearly 170,000 recruitments between 2024 and 2025), but net job creation is slowing. Employment growth is currently at a historically low level - an "unprecedented" situation in Luxembourg.
However, the unemployment rate has stabilised over the past three months at 5.9%, after a steady increase since summer 2022. "This shows that our labour market is not in decline. However, it faces new challenges, which we must address together," stated Minister Mischo.
ADEM emphasised that, in an uncertain economic context, its partnership with UEL "takes on particular importance". At the heart of the current programme, ADEM's certification of a number of companies with significant recruitment needs as so-called employment partner companies represents "a strategic lever". This system reportedly creates a "win-win" relationship: companies agree to automatically forward all their job offers to ADEM and recruit jobseekers, while ADEM offers them personalised support to identify and attract profiles that meet their needs. For jobseekers, this initiative is said to open up new prospects for sustainable integration.
"ADEM's company certification programme perfectly illustrates what we can achieve when the public and private sectors join forces to promote employment and inclusion," Minister Mischo stated.
During the ceremony, ADEM Director Isabelle Schlesser presented the new "Entreprise, partenaire pour l'emploi" label to the first ten signatory companies: Banque Raiffeisen, Cactus, Concept & Partners, Hôpitaux Robert Schuman, Hornbach Baumarkt, La Provençale, Luxair, Panelux, Sodexo Luxembourg and Stëftung Hëllef Doheem.
A dozen other companies are currently in discussions with ADEM and are expected to receive the label in the coming weeks.
This label, initiated by ADEM, recognises companies that make strong commitments to professional integration and demonstrates their social responsibility.
The evening also featured a roundtable discussion moderated by ADEM Director Isabelle Schlesser and UEL Director Marc Wagener. Six companies that have obtained the "Entreprise, partenaire pour l'emploi" label presented their initiatives in favour of professional integration: actions for jobseekers over the age of 45, support for young people without qualifications, integration of people with disabilities, or beneficiaries of international protection, hiring of people retraining in the health sector, or designing tailor-made training courses with ADEM, enabling them to obtain qualifications adapted to market needs.
According to ADEM, these testimonials demonstrate the diversity and effectiveness of the solutions implemented to facilitate sustainable professional integration and encourage other companies to join in the process.
"Every talent counts. Beyond age, qualifications or background, motivation, skills and willingness to contribute must also be taken into consideration when recruiting," said Michel Reckinger.
Minister Mischo reiterated that "the integration of jobseekers is a collective responsibility" and that "work is not only a means of subsistence, but also a form of participation in the life of society and an essential component of each individual's identity."
