On Thursday 25 September 2025, ALEBA, the largest trade union in the Luxembourg financial sector, announced that it had signed a partnership agreement with the Association of Officials and Employees of the Banque et Caisse d’Épargne de l’État Luxembourg (AFEBCEEL).
In its statement, ALEBA described the signing as an “unprecedented partnership agreement” aimed at strengthening the defence and support of employees in the financial sector in Luxembourg.
The associations noted that the partnership marks an important step for Luxembourg’s trade union landscape. They explained that the two organisations, both historically committed to protecting employees’ rights, are joining forces to offer their members an expanded range of information, benefits and specialised services.
They added that the agreement provides for structured cooperation while preserving the independence and autonomy of each organisation in its governance, statutes and the management of its members. Employees affiliated with AFEBCEEL will also be able to benefit from certain services and support developed by ALEBA, notably in the areas of trade union information, legal advice and benefits negotiated with external partners.
“This partnership reflects our common desire to join forces to better protect employees in the financial sector, while respecting the identity and independence of each organisation,” said Roberto Mendolia, President of ALEBA.
“By collaborating with ALEBA, we are offering our members new tools for action and enhanced support, without giving up our autonomy,” added Steve Melan, President of AFEBCEEL.
This cooperation comes in a context where defending the interests of employees in the banking and financial sector requires greater expertise, better trade union coordination and an enhanced capacity to respond to the economic and social challenges that are having a lasting impact on the world of work in Luxembourg.
