Faced with the resumption of certain economic activities as part of the government's lockdown exit strategy, Luxembourg trade union the LCGB has called for a strengthening of rights and intensified training for health and safety delegates.
For the LCGB, in the face of these turbulent times, strengthening the task of safety and health representatives is essential and essential in order to create a new culture of safety and hygiene in the world of work. Without being able to conceive of the extent of the repercussions or the future course of the COVID-19 pandemic, the union considers the assimilation of new interprofessional behavior by all employees as inevitable in order to minimise the health and safety risks.
In this context, the LCGB has requested an immediate legal strengthening of the role of health and safety representatives through the immediate introduction and implementation, with the help of senior health authorities, of additional training in the legal framework regarding hygienic and protective measures linked to a pandemic. This training must be compulsory for all current safety and health representatives and must be carried out as soon as possible within the various training centres in the country.
The trade union also called for an adaptation of basic training on hygienic and protective measures linked to a pandemic, the removal of the limit on inspection tours for administrative services during serious situations that could affect health and safety, so as to ensure that safety measures are respected within offices, and the strict definition of release time for the exercise of the mandate in order to give the necessary means to the mission of health and safety delegates.
Finally, the LCGB underlined and recalled the importance in this context of a strict application of the right of health and safety delegates to demand, as provided for in the legal framework, immediate intervention by the Inspectorate of Labour and Mines where the risk observations made claim its necessity, provided that he / she informs the head of the company and the staff delegation at the same time.
