On Tuesday 3 December 2025, Luxembourg’s Ministry for Digitalisation launched a call for projects to fund initiatives that promote digital inclusion in the Grand Duchy of Luxembourg for 2026.
According to the ministry, the call forms part of the implementation strategy of the National Digital Inclusion Action Plan and focuses on three main areas of intervention:
1. Equipment Access and Digital Connectivity
This area targets projects aimed at ensuring access to adequate technical resources and connectivity to enable full participation in the digital society.
In particular, projects should focus on:
• Facilitating access to suitable devices (computers, tablets, smartphones) as part of a wider digital inclusion initiative, especially for vulnerable groups or those with limited digital access;
• Developing solutions to improve Internet connectivity, particularly for households facing difficulties in covering subscription costs;
• Establishing equipment loan or reuse schemes to promote sustainable, long-term access.
2. Universal Accessibility and Inclusive Content
This area targets projects that make digital spaces accessible and usable for everyone, regardless of age, abilities, or skill level.
In particular, projects should focus on:
• Developing awareness, training, and/or communication initiatives for professionals and the general public to foster a culture of digital inclusion;
• Encouraging co-design approaches that involve the intended beneficiaries directly, ensuring solutions are genuinely tailored to their needs;
• Supporting research, development, and/or promotion of accessible digital tools, solutions, and formats for individuals with sensory, cognitive, or physical limitations (e.g., assistive technology, captions, audio content, simplified interfaces, plain-language text, etc.);
• Creating structures (observatories, labs, collaborative platforms) dedicated to monitoring, experimenting with, and sharing innovative practices in digital accessibility.
3. Spaces and Support for Digital Inclusion
This area targets projects that create spaces and support mechanisms to facilitate access to and use of digital technology.
In particular, projects should focus on:
• Strengthening and deploying digital access spaces and/or mobile units to support training, guidance, and participation for all, including those geographically or socially distant;
• Providing personalised support (mediators, trainers, volunteers) to help individuals navigate online services and adopt digital tools;
• Designing and running workshops, tutoring, or training programmes tailored to different user levels and profiles;
• Experimenting with hybrid models combining digital inclusion, social innovation, and professional or civic support.
The first call for projects was launched in 2022, with six projects receiving funding. The second edition, launched in 2023, funded seven projects. The 2024–2025 edition saw five projects selected, while the 2025–2026 edition selected four projects.
For 2026–2027, the Ministry for Digitalisation has a total budget of €250,000. The 2026 call provides funding for projects starting from €5,000 each.
Two online information sessions will be held in French: on Monday 15 December 2025 at 11:00 and Tuesday 13 January 2026 at 15:00.
Associations, private organisations, public institutions, municipalities, inter-municipal unions, professional chambers, training centres and public research institutes are invited to register at info@zesummendigital.public.lu, specifying which session they wish to attend.
The deadline for submitting funding applications is Friday 13 February 2026 at 12:00.
The ministry will then carry out a first selection of projects and successful applicants will be invited to present their proposals to a selection jury on Monday 9 and Tuesday 10 March 2026 at the GovTech Lab.
