On Thursday 18 December 2025, the Luxembourg Ministry of Housing and Spatial Planning announced the investment of €221 million in the acquisition of 358 homes.
The Luxembourg State, represented by the Ministry of Housing and Spatial Planning and the Ministry of Finance, said it continued its commitment to affordable housing and that under the VEFA acquisition programme it had to date acquired 358 homes, representing more than 29,000 m² of net living space. These dwellings are intended to house approximately 1,135 residents, with a total investment of €221 million.
According to Ministry of Housing and Spatial Planning, in addition to these acquisitions, reservation contracts have already been signed for the purchase of a further 127 homes, representing an additional investment of around €85 million.
Of the 358 homes acquired, 68 have already been completed. A further fifteen units will become available at the beginning of 2026, followed by 28 units by the end of the same year. In addition, 147 homes are scheduled for completion in the second quarter of 2027, and a further 100 units in the third quarter of 2028.
These acquisitions relate to ten property development projects located in the municipalities of Mamer, Mertert-Wasserbillig, Pétange, Sanem, Ell, the City of Differdange, the City of Esch-sur-Alzette and the City of Luxembourg.
Once completed, all homes will be rented under affordable conditions. Monitoring of project delivery and property management will be carried out by the National Affordable Housing Company (Société nationale des habitations à bon marché SA – SNHBM) and the Housing Fund, acting as social landlords.
The VEFA programme, which runs from 2024 to 2027, provides for the acquisition of approximately 800 homes for a total budget of €480 million. This initiative aims to strengthen the State’s affordable housing stock rapidly and sustainably, while supporting the production of new housing on the Luxembourg market and reinforcing the role of the public sector as a key player in housing provision.
