Luxembourg's Ministry of Mobility and Public Works has reported that a framework agreement for the development of the "Nei Hollerich" (New Hollerich) district was signed on Friday 13 December 2024.
Luxembourg's Minister of Mobility and Public Works, Yuriko Backes, Mayor of the City of Luxembourg, Lydie Polfer, as well as representatives of the Nei Hollerich Economic Interest Group (GIE), the Fonds de Compensation (pension fund), Luxtram and the National Roads Administration, signed a framework agreement aimed at ensuring optimal coordination with a view to finalising the implementation project and future works.
The agreement is based on an initiative by the Ministry of Mobility and Public Works and the GIE Nei Hollerich to coordinate the multitude of interfaces between private and public stakeholders. During the signing, Minister Backes praised the excellent cooperation between the various stakeholders involved. She emphasised: "This new district will benefit from exceptional and multimodal connectivity thanks to a strong commitment from the State. Connected to the tram network by the new line to Hollerich, to the railway via a new peripheral station and to the road network thanks to a modernised Hollerich boulevard, it will offer a peaceful and functional living environment for all its future residents."
Mayor Polfer highlighted the importance of this project for the capital: "The creation of a new urban district around the witnesses of the industrial past is a long-awaited urban redevelopment initiative. The Nei Hollerich project provides for the creation of active ground floors, shops, offices, restaurants, services and housing. The neighbourhood will also have high-quality open spaces, including Heintz van Landewyck park, the future public park of the City. Thus, Nei Hollerich will become a living and working neighbourhood in its own right that will contribute greatly to the enhancement of the southern part of Hollerich."
The GIE Nei Hollerich, led by its members Paul Wurth Real Estate SA and Landimmo Real Estate Sarl, is developing a neighbourhood for 4,500 residents and 5,000 jobs with the Fonds de Compensation, which is responsible for the redevelopment of the site of the former Social Insurance (Assurances Sociales) headquarters. The final validation of the planning is in a decisive phase before the work can begin. The demolition work has already begun, paving the way for the first construction of buildings and infrastructure in the coming years.
According to the ministry, this ambitious project demonstrates the effectiveness of a strong inter-institutional collaboration, where each stakeholder contributes to shaping a sustainable and modern living environment, designed to meet the needs of future generations. The Nei Hollerich district is set to be a model of urban planning, combining innovation, sustainability and quality of life, ready to meet the challenges of housing and active mobility.
