Luxembourg has presented its National Energy Renovation Strategy for Buildings, aimed at implementing more-efficient energy renovations.
On 10 July 2017, Luxembourg Secretary of State for the Economy Francine Closener presented the National Energy Renovation Strategy for Buildings at a press conference.
The Luxembourg housing stock consists of nearly 208,000 buildings, more than 60% of which date from before 1990. These buildings are the main target of the renovation strategy. The renovation of the existing building stock will improve the energy efficiency of the Luxembourg housing stock and save energy in order to meet European objectives in this area.
The National Energy Renovation Strategy for Buildings was developed by the Ministry of Economy, in collaboration with myenergy, and with a participatory approach. Representatives from the construction sector participated in the working groups that focused on identifying barriers to energy renovation before developing the strategy guidelines as well as the 33 measures that help to implement the strategy.
The guidelines for the renovation strategy are as follows: priority for full and energy efficient renovation; financial accessibility of energy renovation measures; improved coordination between energy policy and heritage protection; promotion of sustainable construction and the circular economy.
The elaboration of the renovation strategy and its newly-launched implementation are key elements of the strategy of the third industrial revolution developed in collaboration with the economist Jeremy Rifkin. The follow-up of the strategy and its implementation will be entrusted to a working group attached to the platform National Council for Sustainable Construction (CNPD) envisaged in the governance plan of the “Rifkin” strategic study.
