Luxembourg's Ministry of the Interior has confirmed the abolition of the so-called "80/80/90" rule, which standardises interns’ salaries, in the municipal sector.

Minister of the Interior Taina Bofferding announced this news on Tuesday at the meeting of the "Commission centrale", a platform for social dialogue in the municipal sector. On this occastion, representatives of Syvicol and trade union organisations were informed of the progress of the legislative and regulatory work relating to the transposition of the wage agreement in the civil service.

According to the announcement, following the adoption by the Chamber of Deputies of the legislative amendments applying at the state level and according to the principle of assimilation of civil servants and communal employees to state employees in the field of remuneration, the corresponding texts can now enter into force at the municipal level in parallel with those applicable to state employees. It follows that the officials and communal employees in provisional service, to which the abolition of the 80/80/90 rule applies retroactively to 1 January 2019, will receive the benefits before the end of the year.

In addition, the effects of the reduction of internships from three to two years will apply from the moment when the legislative amendments of the statute of the communal officials are voted by the Chamber of Deputies. The Ministry has recalled that the agents concerned by this measure will benefit from the retroactivity of their application as of 1 January 2019.

The Commission also expressed its support for the new arrangements for the organisation of training during internships as well as the training cycle for the beginning of the career of municipal employees.
