Luxembourg's Ministry of Mobility and Public Works, together with the TICE union, have confirmed that for several months, the Luxembourg State and the political leaders of the TICE public transport network in the south of the country have been negotiating a new agreement; during this period, it has become increasingly clear that the municipalities are struggling to finance the response to the growing demand for bus connections in the south of the Grand Duchy.

The municipalities and the State have agreed to sign a transitional financing agreement for the 2025 budget year, which will ensure the financing of the TICE until the entry into force of a new multi-year agreement.

Towards a sustainable and adapted solution

Over the last ten years, contributions to the budget of the municipalities and the State for the TICE have almost doubled.

The municipalities and the State are working on constructive and positive solutions to respond better to the mobility needs of users.

The State is ready to increase its financial support for the total budget of the TICE, and in return is requesting co-decision-making power. All options are being discussed in the negotiations currently taking place.

To meet the expectations of the South region and maintain the TICE as a solid public player, the following measures are planned:

- Maintaining jobs and public status of staff: current staff will have guaranteed employment and will retain their public status.
- Modern fleet and technology: deployment of a zero-emission fleet, reducing the carbon footprint and promoting a quality service.
- Financial stability: a multi-year financing agreement will guarantee stable services and predictability for municipalities.

According to the statement, the TICE is currently at a strategic turning point. Important decisions must be taken to ensure its sustainability in a rapidly changing economic and ecological context. Thanks to an open dialogue between the unionised municipalities and the ministry, the future of TICE is promising and brings stability for users as well as for the staff in question.
