The Ministry of Higher Education and Research and the Ministry of the Civil Service and Administrative Reform today announced that Luxembourg's Centre de Documentation et d'Information sur l'Enseignement Supérieur (CEDIES) will be available online to students applying for financial aid in higher education from 1 August 2015.

The new service is part of the 'Digital Lëtzebuerg' strategy and a result of close collaboration between the Ministry of Higher Education and the Government IT Centre of the Ministry of the Civil Service and Administrative Reform, with the aim of offering an electronic service to eligible students as a means of simplifying administrative requirements.

The online service provides following features:

- a dynamic and time-efficient questionnaire which adapts to the user's profile and offers a step-by-step guide for students;

- pre-filling of the form with the user's personal data saved in the private eSpace;

- highly secure exchanges and confidentiality of personal data due to the authentication system and the electronic signature of the LuxTrust certificate;

- customisation of the list of supporting documents;

- 24/7 accessibility;

- online follow-up of the file and consultation of electronic messages sent by the CEDIES if the submitted file is incomplete.

The new application format will be available on the MyGuichet platform of the Guichet.lu portal and will enable an interactive dialogue online between students and the CEDIES. The secure electronic services are accessible through a private LuxTrust certificate (ID card, Smartcard, Signing stick or Token). Users must register with MyGuichet beforehand in order to get an eSpace dedicated to the dialogue with administrations.

These new online services are a further step towards paperless exchanges between the State and citizens and businesses. The services intend to help simplify the funding request procedure for students whilst simultaneously allowing the CEDIES to optimise its internal processing of applications.

CEDIES also reported that it is changing facilites and that the studetn reception will be at 18-20 Montée de la Pétrusse, in Luxembourg, from 6 August 2015.

The administrative building of the Ministry of Higher Education and Research will bring various faculties together: the departments for financial aid for student; for information and documentation on higher education; and for the registration and approval of foreign higher education diplomas, as well as the department for the recognition of diplomas and accreditation of prior and experiential learning of professional experience of the Ministry of Education, Children and Youth. Gathering these agencies under one roof, easily accessible due to its close location to the central station of Luxembourg City, is hoped to create synergies between the different entities, improve administrative processes and make life easier for the concerned users.
