Following the signing of a memorandum of understanding between Belgium, France, Luxembourg and the Netherlands, the conditions for certain movements of horses between these countries have been simplified effective from 1 June.
The simplified procedures cover certain movements, provided that the horses are returning to their country of origin. In particular:
Equines that are mounted or driven for sporting or recreational purposes;
Equines participating in cultural events;
Equines that are intended exclusively for grazing or working for a maximum period of 90 days;
Equines being transported for veterinary purposes.
For these movements between the four signatory countries, the owners and transporters no longer require a veterinary certificate. Nevertheless, equines must be properly identified, accompanied by a valid passport and transported under conditions respecting animal welfare.
In the event of a permanent export of a horse, the horse must also be accompanied by a valid veterinary certificate.
