On Monday 21 August 2023, Luxembourg's agency for the development of employment (ADEM) announced that the number of available resident jobseekers registered with ADEM amounted to 16,111 at 31 July 2023, up by 1,852 people (i.e. 13%) compared to July 2022.
The number of job seekers is on the rise except for those who have been unemployed for 12+ months. The most qualified job seekers (higher education graduates) as well as young people under 30 are experiencing the most significant increases. At the level of trades, the most significant upward variations concern secretarial work and assistance, culinary production and catering services, accounting and management, structural work and finishing work. The number of people unemployed in these same professions have increased over the last three months.
The unemployment rate, corrected for seasonal variations, calculated by STATEC, Luxembourg's national statistical office, is 5.2%, the same value as the previous month.
The number of new registrations of job seekers is on the rise. A total of 2,549 residents registered with ADEM during the month of July 2023, an increase of 298 people or 13.2% compared to July 2022. New registrations for this month include 86 registrations of beneficiaries of temporary protection (refugees from Ukraine).
The number of resident job seekers who benefit from the full unemployment benefit increased by 1,483 people or 21.1% over one year, to stand at 8,515. The number of beneficiaries of a partial measure stands at 4,074 and is below the level observed in July 2022 (-147 people, i.e. -3.5%).
During the month of July 2023, employers declared 3,289 vacant positions to ADEM, which corresponds to a drop of 17% compared to July 2022. This drop in the number of declared positions concerns almost all sectors of activity; however, it is mainly the sectors of accommodation and catering, information and communication, financial and insurance activities, as well as administrative and support service activities which are the most impacted. It is in this last sector that are counted, among others, temporary agencies which are very active in the construction trades (42% of temporary contracts thus concern these trades).
The number of available positions stood at 9,513 as of 31 July 2023. The decline over one year is 27%.
