On Thursday 30 April 2026, Luxembourg's Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, and the CEO of Luxinnovation, Mario Grotz, presented Luxinnovation's annual activity report and provided an update on the development of the Luxembourg AI Factory, announced a year ago and now fully operational, for which Luxinnovation serves as the entry point.
In 2025, Luxinnovation received over 2,000 contact requests, resulting in support for a record number of more than 1,000 companies in their innovation processes. These were mainly active in retail and wholesale trade, professional, scientific and technical activities and information and communication technologies. Of these, 85% were small and medium-sized enterprises (SMEs) with fewer than 100 employees.
2025 marked the end of a period of strategic transition for the national innovation agency, with Mario Grotz taking office as CEO in March and the completion of an operational and organisational transformation aimed at enhancing the efficiency and coherence of its interventions. The agency's services are now structured around four strategic pillars: Inspire, Assess & Accelerate, Connect and Fund.
Minister Delles stated: "Today, innovation is essential for every company, regardless of size or sector. The competitiveness and resilience of our economy are at stake. With Luxinnovation and the Luxembourg AI Factory, we are providing all companies - from the smallest SMEs to large groups - with a genuine one-stop shop to support them, from idea to implementation, including with the adoption of artificial intelligence."
Mario Grotz added: "During 2025, while maintaining our mission to support innovative companies at an exceptionally high level, we have laid the foundations of the Luxembourg AI Factory and its service catalogue. This represents a major step forward in our strategic ambition to structure and accelerate the adoption of artificial intelligence by all economic players in the country."
Inspire: staying ahead of tomorrow
Through the "Inspire" pillar, Luxinnovation positions itself as a producer and disseminator of knowledge for the Luxembourg innovation ecosystem. The Market Intelligence team continued to develop the agency's Knowledge Hub, producing more than 25 new resources (ecosystem mappings, facts and figures reports, new popularisation formats, prospecting lists, etc.) and fifteen reports (policy briefings and market trends).
Luxinnovation has organised or co-organised over 90 events, including the Luxembourg Venture Days, the European Digital Healthtech Conference, SCynergy, Horizon Europe Day and the Luxembourg Defence Technology and Innovation Day, attracting more than 7,000 participants.
Access & Accelerate: stengthening competitiveness
The "Assess & Accelerate" pillar offers in-depth assessments, acceleration programmes and support mechanisms that enable companies to unlock their potential, achieve new levels of growth and strengthen their sustainable competitiveness.
In 2025, Luxinnovation supported 61 "Fit 4" performance programme applications (Fit 4 Digital, Fit 4 Sustainability, Fit 4 Innovation and, launched last year, Fit 4 AI). More than a third of these applications were submitted by craft businesses.
The agency also played a leading role in developing Luxembourg's startup ecosystem, notably through the Fit 4 Start programme. For its sixteenth edition, launched in July, a record 495 applications were received, with over 60% coming from abroad. This programme is now complemented by Fit 4 Scale, developed in 2025 in line with the "From seed to scale" roadmap presented by the government in 2023, following a successful pilot in 2024. It involves five startups and commenced in March 2026.
Nationally, 58 new startups were listed in the Dealroom directory in Luxembourg in 2025, and Luxinnovation directly supported 41 entrepreneurs or initiatives that led to the incorporation of their startups during the year.
Connect: building partnerships that matter
The "Connect" pillar aims to support Luxembourg's economic development and diversification by facilitating investment attraction, the creation of strategic networks and the upskilling of companies, while ensuring alignment with national priorities.
In 2025, Luxinnovation continued its strong growth trajectory, deploying 1,092 services (matchmaking, digital maturity assessments, "Fit 4" programmes, etc.) to a record 561 companies. This represents a substantial increase compared to 2024, when 759 services were provided to 470 companies.
More specifically, the Luxembourg Digital Innovation Hub (L-DIH), coordinated by Luxinnovation, supported 43 industrial companies in their digital transformation, a 30 % increase compared to previous years.
As part of the Luxembourg Trade & Invest initiative to attract foreign companies with high added value, Luxinnovation welcomed around 50 delegations of foreign companies and continued its collaboration with several international partners. In 2025, 302 new relationships with companies were initiated (including 69 in the United States and 54 in South Korea), mainly with businesses active in health innovation and cross-cutting technologies (AI, cybersecurity, cloud infrastructure). Following this qualification process, 42 companies participated in "soft landings" in Luxembourg and fifteen incorporations were registered (four in 2025, the remainder having visited Luxembourg in previous years).
Fund: securing the right funding
The "Fund" pillar aims to make innovation accessible to all companies by facilitating access to public funding, both national and European.
Over the past year, 307 companies benefited from Luxinnovation's support in accessing tailored financing tools. The agency specifically supported the submission of 143 applications to the Ministry of the Economy, covering both research and development (R&D) and innovation and environmental projects.
At the European level, Luxinnovation supported 109 funding projects to completion, a slight decrease compared to 2024 (-20%), but assisted a greater number of unique entities (171 in 2025 compared to 113 in 2024). Under the Horizon Europe framework programme, 72 new projects were selected, generating a national financial return of €51.6 million, a slight increase compared to 2024.
Luxembourg AI Factory: a one-stop-shop for artificial intelligence
Presented in March 2025, the Luxembourg AI Factory has become a cornerstone of Luxembourg's artificial intelligence (AI) strategy, according to the authorities.
Its objective is to support all economic players in the country (companies, startups, administrations, research organisations) in adopting AI, within a sovereign, responsible, secure and compliant framework. It supports the installation and deployment of the AI-optimised supercomputer, MeluXina-AI, scheduled to go live by the end of 2026.
Moreover, 2025 saw the finalisation of a range of 66 services across seven categories and seventeen subcategories, drawing on the expertise and experience of the five consortium members. The aim is to structure and accelerate the adoption of AI in a sovereign, secure and compliant manner.
With the Luxembourg AI Factory, companies can assess their AI maturity and define their roadmap, build and test solutions with access to data and evaluation tools, connect to the national and European ecosystem, finance projects via EU and Luxembourg programmes, stay informed of the latest advances through events and expert communities, deploy and develop solutions on the MeluXina supercomputer and enhance their skills through a dedicated training catalogue.
Since its launch, the Luxembourg AI Factory has already supported more than 150 companies, mostly SMEs, with one or more of its services.
"It is positioning itself as the single entry point for any organisation wishing to adopt artificial intelligence, providing clarity and concrete guidance in terms of technology, formats or legal support," explained Minister Delles.
