On Friday 30 January 2026, Luxembourg Minister of the Environment, Climate and Biodiversity, Serge Wilmes, launched the Gemengen 2030 programme, a new initiative developed in collaboration with Klima-Agence to support municipalities in implementing the Sustainable Development Goals and the National Sustainable Development Plan.
The ministry said Gemengen 2030 is fully complementary to existing programmes such as the Climate Pact, the Nature Pact and the Housing Pact, while also facilitating synergies between these initiatives through the support of Klima-Agence. This approach aims to strengthen the coherence of municipal policies and recognise the commitments already made by municipalities in the areas of sustainable development, energy transition and biodiversity protection.
“By supporting municipalities through Gemengen 2030, we are investing in a lasting improvement in quality of life, both in urban and rural areas. The choices made today at municipal level are decisive for the well-being of present and future generations,” Minister Wilmes underlined.
At the heart of the programme is a practical, action-oriented self-assessment tool that enables municipalities to measure how well sustainability principles are integrated into their policies. It provides a clear and structured overview of existing practices, identifies areas for improvement and proposes development pathways that benefit both municipalities and their residents.
According to the ministry, the tool is accessible via the platform gemengen2030.lu and supports municipalities throughout a structured process involving commitment, assessment and continuous improvement, while also drawing on the State’s financial support mechanisms.
The ministry added that, with Gemengen 2030, municipalities are given a concrete lever to act locally and contribute effectively to a more sustainable future, while further strengthening their commitment to sustainable development, energy transition and biodiversity protection.
