On Friday 14 August 2026, Luxembourg's Ministry of the Environment, Climate and Biodiversity announced the signing of the country's sixth environmental agreement aimed at preventing packaging waste and promoting the responsible use of resources.
In early August, the ministry, Valorlux and the Luxembourg Confederation signed the agreement, reaffirming their joint commitment to preventing packaging waste and the responsible use of resources.
The environmental agreement notably provides a framework for the ECO-Sac initiative, which, since its launch in 2004, has become symbolic of the transition towards more sustainable consumption patterns in Luxembourg. By the commitment of the partners and the support of consumers, nearly 1.9 billion single-use plastic bags have been avoided since its creation. This represents more than 13,000 tonnes of plastic saved, as well as the equivalent of 29 million litres of oil preserved.
The new environmental agreement builds on this collective success and aims to continue efforts to prevent waste at source. Priorities include maintaining and developing the use of ECO-Sacs and Superbags, as well as strengthening habits surrounding their reuse.
According to the ministry, while the majority of consumers still purchase between one and five new ECO-Sacs per year, awareness campaigns are beginning to bear fruit. In 2025, sales of ECO-Sacs fell by 10%, an encouraging sign that demonstrates a gradual shift in consumption habits towards greater reuse.
The agreement also provides for the development of new targeted actions aimed at further reducing packaging waste and promoting the circular economy.
