On Friday 9 January 2026, Luxembourg’s Ministry of the Economy and the Ministry of the Environment, Climate and Biodiversity announced the entry into force of a new pre-financing mechanism for financial aid relating to residential photovoltaic installations, effective from Sunday 4 January 2026.
According to the ministries, the new scheme allows households and co-owners to benefit immediately from the “Klimabonus Wunnen” subsidy, which is deducted directly from the final invoice by the installer, without having to wait for reimbursement by the State. The objective is to reduce the upfront financial burden and make access to photovoltaic installations more affordable.
Initially, the pre-financing mechanism applies to photovoltaic installations, with the option of including a domestic battery. The ministries noted that the scheme is expected to be gradually extended to other components of the “Klimabonus Wunnen” financial aid programme.
Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, stated: “With the pre-financing, we remove a major barrier to the adoption of photovoltaic installations. Households no longer have to advance the amount of the subsidy: they benefit from it immediately. It is a concrete, simple and effective measure that makes the energy transition more accessible to everyone.”
Minister of the Environment, Climate and Biodiversity, Serge Wilmes, added: “The energy transition must be an opportunity for everyone, not a privilege. By further facilitating access to photovoltaic installations, we are contributing to a fair, sustainable and resilient Luxembourg in the face of climate change.”
According to the ministries, the pre-financing mechanism strengthens government support for households and co-owners wishing to invest in renewable energy solutions. It aims to reduce initial investment costs, simplify administrative procedures and encourage wider adoption of residential photovoltaic systems.
The ministries specified that pre-financing is reserved for installations carried out by installers registered in the official register of installers authorised to operate under the pre-financing procedure, published and updated by the Ministry of the Economy.
Eligibility for the scheme is limited to owners of residential buildings located in Luxembourg, including private individuals, certain legal entities and co-ownerships represented by a syndic or authorised representative. The amount of financial aid depends on the installed photovoltaic capacity (kWp) and, where applicable, the storage capacity of a domestic battery (kWh), with particular attention paid to appropriate system sizing.
The maximum subsidy is granted for photovoltaic installations with a capacity of 15 kWp (€10,000) and for domestic batteries with a storage capacity of 9 kWh (€2,250). Photovoltaic installations must have a minimum capacity of 2 kWp, operate in self-consumption mode and may be installed on roofs, façades, integrated into the building envelope or on annex structures such as carports or garden shelters. Domestic batteries are only eligible for pre-financing when installed together with a photovoltaic system.
In parallel, the ministries noted that the “classic” application procedure for photovoltaic financial aid via the Environment Administration will remain in place. This procedure is mandatory for installations on non-residential buildings, cases where the installer is not registered for pre-financing, and for domestic batteries added later to existing photovoltaic installations. The subsidy amount remains identical under both procedures.
A transitional phase is foreseen for installations ordered until 4 March 2026 and is retroactive to 1 October 2024. During this period, applicants may choose, for determining the amount of financial aid, between the conditions of the former support scheme or the new regime, with or without pre-financing. For installations carried out under the former regime, the final invoice must be issued by 31 December 2026.
The ministries added that Klima-Agence provides supporting tools for citizens, including an online aid simulator available at aides.klima-agence.lu, as well as a free and independent advisory service to assist households with their energy transition projects, which can be reached by tel.: 80021-190.
