Luxembourg's Ministry of Home Affairs has announced that it sent a circular to municipal administrations on Friday 15 September 2023 concerning the harmonisation of municipal regulations regarding renewable energy sources and building energy renovation work.

According to the Ministry of Home Affairs, the Ministry of Energy and Spatial Planning and the Ministry of the Environment, Climate and Sustainable Development, an increasing number of people are contributing to the energy transition by deciding to equip their homes with solar panels or a heat pump or to carry out an energy renovation project. Urban planning rules in these areas may vary from one municipality to another. Following this observation and at the request of several municipalities, the Energy Ministry, together with KlimaAgence (with the contribution of the Environment Ministry and in collaboration with the Home Affairs Ministry), analysed many special development plans and regulations on buildings, public roads and sites.

Consequently, they decided to propose to the municipalities standard formulations which could be integrated into the various municipal planning regulations and which concern in particular the installation of photovoltaic power plants, plug-in solar type power plants, heat pumps and energy renovation work on buildings.

According to the ministries, these proposals will serve as a model for municipalities; their purpose is to orient and guide municipal authorities when drawing up their regulations on buildings, public roads and sites and thus to harmonise municipal planning regulations.
