Luxebourg's Ministry of Culture has launched a call for projects eligible for financial assistance intended for cultural cafes and performance venues offering a year-round cultural programme.

This financial aid scheme aims to support small and medium-sized venues which emphasise regular cultural programmes, as well as to cover the costs related to the organisation and dissemination of artistic and cultural programming in these places.

To be eligible, applicants must:

  • be a legal person (in accordance with the amended law of 10 August 1915 on commercial companies) whose head office is established in Luxembourg;
  • exist for at least five years and demonstrate a solid and confirmed experience in the field of cultural events;
  • meet the requirements of Chapter 3 of the Grand-Ducal Regulation of 3 February 2012 for access to the profession of the operator of a drinking establishment:
  • comply with the safety provisions and standards in force;
  • act in accordance with the legislation governing the activities of the applicant;
  • organise at least four cultural activities per month or 50 cultural activities per year;
  • provide access to cultural activities to the general public;
  • be the organiser of these cultural activities;
  • generate income for Luxembourg's cultural sector by honouring the fees for actors and professionals of the sector;
  • be in economic equilibrium;
  • have a website providing information on the cultural activities offered there for the programming and broadcasting location.

The following are excluded from this financial aid:

  • clubs;
  • hospitality establishments without a venue for cultural programming and dissemination;
  • hotels and hostels;
  • piano bars;
  • casinos.

Submitted requests are assessed on the basis of:

  • the relevance of the project, illustrated by: the alignment of cultural programming with the objectives of this aid; the coherence of the artistic line of the cultural programme and in particular the attention paid to audiences and to the support of emerging artists in the country; the place given to collaborations with external cultural organisers; the adequacy between technical feasibility and financial feasibility of the cultural programming;
  • the quality of the project, illustrated by: the applicant's experience and competence in the field of cultural events; the coherence and artistic quality of the programme; the professionalism and equipment of the place; the means implemented for the communication and dissemination activity;
  • the foreseeable benefits of the project, illustrated by: its contribution to the national cultural sector; the multiplier effects generated by the activities of the applicant; the scope of the project (local, regional, national or international).

The total amount of this proposed aid scheme is €40,000.

The deadline for submitting a request is Sunday 21 November 2021 at midnight at the latest. To apply, submit a request to the Ministry of Culture via email: subsides@mc.etat.lu. The application must include the following documents:

  • a formal request for assistance, duly motivated and signed;
  • a document attesting to the constitution of legal personality under Luxembourg law;
  • documentation that provides information (type / date of event) on the cultural programming of the last three years (2019, 2018, 2017);
  • a provisional calendar with the cultural programme planned for 2022;
  • a provisional budget for 2022, detailing in particular the costs relating to cultural programming, all fees, communication costs and costs related to professional supervision in terms of communication, public relations and broadcasting;
  • a sworn statement attesting to compliance with the Law of 20 December 2019 aimed at setting up a de minimis aid scheme and more particularly article 3 of said law;
  • any other document considered useful in support of the request.

Conditions of admissibility and assessment:

  • only complete applications will be considered;
  • the project's compliance with the eligibility criteria does not automatically entail the award of a subsidy from the State;
  • the selection of projects will be made by a jury made up of agents from the various cultural, financial and legal services of the Ministry of Culture, which will then assesses each request according to its eligibility and gives an opinion on the award and the amount. the subsidy, on the basis of the assessment criteria;
  • the amount of the allocated subsidy is defined according to the above assessment criteria and, depending on the availability of state budgetary credits, the subsidy may not exceed 50% of the total programming costs.
