Luxembourg's Œuvre Nationale de Secours Grande-Duchesse Charlotte and the National Lottery (Loterie Nationale) have announced they achieved record financial results last year.
In 2024, the Loterie Nationale set a new record with a Gross Gaming Revenue (GGR) of €90.9 million, an 18.2% increase from the previous record-breaking year in 2023, while payouts to Luxembourg players exceeded €178 million.
According to Léon Losch, Director of the Loterie Nationale, this growth reflects the success of the strategy implemented in recent years. The aim is to continuously innovate and expand the range of games to meet player expectations and enhance their experience, all while maintaining a responsible gaming framework.
The expansion of sports betting in 2023, including the installation of betting terminals and the launch of Loteriesport.lu, the only legal sports betting site in Luxembourg, played a significant role in these results. In 2024, activities related to Video Lottery Terminals (VLT) and sports betting generated a GGR of €36.6 million, marking a 51.5% increase.
Traditional games also continue to perform well, with the GGR from draw-based games increasing by 2.85% to €41.6 million, driven in part by the success of the new European game Eurodreams. Scratch cards (Rubbel) also saw growth of 3.4%, generating a GGR of €12.7 million, according to the report.
Léon Losch highlighted the positive impact of this record-breaking year, noting that all profits from the Loterie Nationale are allocated to the Œuvre Nationale de Secours Grande-Duchesse Charlotte. This organisation supports public interest projects in Luxembourg across social, cultural and environmental sectors, as well as initiatives in sport and health and heritage and remembrance.
Émile Lutgen, Director of the Œuvre, and Léon Losch also reiterated the Œuvre’s ongoing commitment to combating illegal gambling, which continues to generate significant financial flows, exceeding €100 million in GGR annually. This figure does not account for the amounts wagered illegally online. Beyond its unlawful nature, the operation of illegal slot machines and clandestine gaming halls poses serious risks, including increased addiction and debt. No responsible gaming regulations apply to illegal gambling activities.
