On Wednesday 13 September 2023, Luxembourg's Minister for Development Cooperation and Humanitarian Affairs, Franz Fayot, signed a memorandum of understanding (MoU) with James Cowan, CEO of the HALO Trust, a humanitarian organisation which works to clear landmines and other explosives in countries after conflict.

As Luxembourg's Directorate for Development Cooperation and Humanitarian Affairs confirmed, this MoU will cover a two-year period (2024 to 2025) and involve a total contribution of €1.5 million.

The MoU is set to strengthen the Luxembourg development cooperation programme's support for the HALO Trust by offering it greater financial predictability for the next years. This development programme has been supporting the humanitarian organisation's demining activities since 2022. In addition to Ukraine, the MoU includes support for the HALO Trust's mine clearance projects in Iraq and Myanmar.
