On Tuesday 2 June 2026, the Grand Ducal Police reported that 120 trainee police officers took the Special Oath at the multi-purpose sports hall of the Grand Duke Guillaume Police School at Findel, Luxembourg.

In the presence of Luxembourg’s Minister for Home Affairs, Léon Gloden, and the Director General of the Police, Pascal Peters, a ceremony was held on Tuesday 2 June during which the current police trainee civil servants of treatment groups B1 and C1 took their special oath.

Minister Gloden noted: “An important stage begins for the 120 trainee civil servants who have taken their special oath: they are now beginning their practical training. By strengthening staffing levels, increasing the police presence, developing local policing in several municipalities and placing greater emphasis on prevention, we continue to implement the coalition agreement and further strengthen security and the public’s sense of security.”

The special oath

Provided for under Article 63 of the Law of 18 July 2018 on the Grand Ducal Police, the special oath does not constitute final appointment as a police civil servant. However, it represents an important stage in the training of future officers. It enables trainee civil servants who have successfully completed the one-year theoretical and practical training phase to acquire the status of administrative police officer and judicial police officer.

As a result, trainee civil servants may exercise the duties and powers assigned to members of the public force in accordance with the law. They may also be integrated into the operational police framework of the Grand Ducal Police during the Practical Initiation Phase (PIP).

Practical Initiation Phase (PIP) and Practical Observation Period (POP)

In accordance with Article 17 of the amended Grand Ducal Regulation of 17 August 2018 relating to the training of Grand Ducal Police personnel, trainee civil servants may only enter the Practical Initiation Phase (PIP) after successfully completing the theoretical and practical training phase at the Police School. In the event of a deferred examination and while awaiting the results, the trainee civil servants concerned begin a Practical Observation Period (POP), during which they are assigned observer status.

In accordance with the relevant legal provisions, the trainees remain trainees and will only take their final oath and be permanently admitted to the status of police officer after successfully passing the various assessments during the second year of their traineeship.
