On Wednesday 11 March 2026, Kaufman & Broad and Luxembourg urban developer AGORA announced the signing of a preliminary sales agreement for the development of a project comprising 33 apartments in Belval Sud. The project will be located in the southern part of Belval, in the municipality of Sanem, within the new district known as Belvie.
The development forms part of the ongoing redevelopment of Belval, which aims to combine environmental quality, mixed-use urban planning and a peaceful living environment.
Belvie district is designed as a sustainable residential neighbourhood, placing nature and green spaces at the centre of its concept, with more than 50% of its surface dedicated to public and landscaped spaces, noted AGORA. It has preserved ecological corridors and facilities encouraging soft mobility.
According to the urban developer, Kaufman & Broad’s programme, located in Belval Sud, currently foresees the construction of 33 apartments for home ownership. The average surface area of the dwellings will be 70 m², and the 3,400 m² residential development will also include an equal amount of parking spaces integrated into a Mobility Hub.
Belvie will comprise 684 homes, along with local services, shops, facilities, education and leisure amenities, in an environment where nature structures the urban project, close to the preserved historic blast furnaces and the Belval Plaza shopping centre.
The Belval district aims to accommodate up to 10,000 residents by 2030 and already benefits from a free public transport network. This will be complemented by a tram line by 2035, enabling connections to Luxembourg City and further strengthening the area’s attractiveness and sustainable accessibility, said AGORA.
Sylvère Hamel, Regional Managing Director of Kaufman & Broad, stated: “The launch of this project marks the group’s first development in the Grand Duchy of Luxembourg. It is a promising market characterised by significant housing needs. We are delighted to partner with the developer AGORA on this project, which is leading the successful transformation of the Belval district.”
Marie-Josée Vidal, Chair of the Management Board of AGORA, and Bruno Théret, Vice-Chair of the Management Board of AGORA, stated: “We are particularly proud to welcome Kaufman & Broad to Luxembourg through this first project carried out in partnership with AGORA. This decision sends a strong signal both for the attractiveness of the Luxembourg market and for the quality of the Belvie project. As the final major district of Belval, Belvie carries a clear ambition: to develop a sustainable, family-friendly, green and highly accessible residential neighbourhood, well served by public transport and offering a high quality of life with diverse housing opportunities. Seeing a leading developer such as Kaufman & Broad choose this location for its first development in the Grand Duchy is a real satisfaction and confirms the relevance of the vision we have for this new district.”
