IMMOBEL Luxembourg (formerly ALLFIN Lux) has received the go-ahead for a significant reconstruction project that will see the former industrial site at Polvermillen (Pulvermuhle) being transformed into a project offering 25,000 m2 of housing, 1,600 m2 of offices and 8,000 m2 of public space of which 3,000 m2 will be green space.
A total of 210 units (single family homes, lofts, studios and apartments) will be constructed on the Polvermillen site. The building permit application should be tabled at the beginning of next year. Obtaining permits is expected mid-2017; the development work on the area should extend over nearly three years.
The company has spent two and a half years meeting with and liaising with the Ville de Luxembourg and various organisations in order to get to this stage of the project. "The project for the neighbourhood is exemplary: the urban concept proposed by the developer meeting our environmental priorities, heritage, landscape and social order for the district maintains and develops its identity, its ambience and unique charm. It thus will favour the creation of natural links between the site and its neighbourhood, the development of landscapes and green spaces, restoration of listed buildings in order to preserve the "Village core" characteristic of this historic area," said Lydie Polfer, Mayor of the Ville de Luxembourg.
Pulvermuhle has been home to a flour factory and a linen and cotton mill, a laundry, but has gradually been abandoned. Immobel will invest €5 million into a rigorously supervised remediation process which will include dismantling of facilities, soil remediation and restoration of classified assets. This work will then be inspected / audited by another body before the construction phase can start.
Olivier Bastin, CEO at Immobel, explained that they held an information session with residents in 2015 an another one on 5 July this year, to keep them informed of all stages of the project, with another planned for September.
