At a meeting on 27 July 2015, the Government Council approved a Grand Ducal regulation to stop the construction programme of subsidised housing and State holdings and presented a new set of projects for 'affordable housing'.
The updated programme now covers an additional 51 projects for a total of 1,162 units, of which 549 will be for sale and 613 for rent.
180 projects totalling 3,164 units have been approved by the Government Council since October 2014, of which 1,280 will be available to buy and 1,884 will be to rent. These additional 180 projects represent a 50% increase compared to the number of previously existing projects.
Nearly 40% of the new projects are expected to be successfully carried out by 2018 and one third is due to be achieved in 2021, whilst the remaining projects are scheduled for completion in 2025. 100 of these 180 projects, or 55%, will be initiated by communes.
The Ministry of Housing stated that subsidised housing would only be achieved through the joint efforts of public sponsors such as Fonds Pour le Développement du Logement et de l'Habitat and SNHBM and through the initiative of private actors to create a significant and lasting impact. The Ministry also announced its intention to develop a greater collaboration with Syndicat des Villes et Communes Luxembourgeoises (SYVICOL) to boost the creation of subsidised housing units.
The Ministry went on to comment that the additional €131 million budgetary burden induced by these 51 supplementary projects demonstrate the Government's intentions to support and sustainably promote the work of various public, private and voluntary instigators to reach the objectives of subsidised housing.
