On Friday, Luxembourg's government cabinet approved the proposed cooperation with Lithuania with a view to achieving the objectives of Luxembourg in 2020 in the field of energy from renewable sources and decided to initiate the necessary procedures.
The EU Directive 2009/28/CE of 23 April 2009 on the promotion of the use of energy from renewable sources sets Luxembourg a target of 11% renewable energy in total energy consumption in 2020, and a target of 10% renewable energy in the transport sector by 2020.
The Directive provides various cooperation measures, including statistical transfer of a specified amount of energy produced from renewable sources from one Member State to another Member State of the European Union. To achieve its objectives for renewable energy in 2020, Luxembourg has to resort to such measures of cooperation. It is in this context that on 28 February 2011 Luxembourg and Lithuania have signed a Memorandum of Understanding (MoU) regarding cooperation in the field of renewable energies. Since then, discussions on cooperation in the form of a statistical transfer between Luxembourg and Lithuania have advanced considerably, both legally and organisationally.
The result is that Luxembourg will commit to buy the cooperation mechanisms in the form of statistical transfers to Lithuania over the period 2016 to 2020. In terms of quantity, it is expected that Luxembourg will retain the flexibility to buy between 100 and 2,500 GWh during the period, as required.
The financing of cooperation mechanisms is provided by the Climate and Energy Fund.
