On Tuesday 1 March 2022, Luxembourg's Ministry of Foreign and European Affairs announced that Ukrainian nationals and third-country nationals residing in Ukraine are now authorised to enter the territory of the Grand Duchy of Luxembourg, without being subject to the temporary restrictions on travel to Luxembourg put in place in the context of COVID-19 health measures.
However, in the event of entry by air, the health measures that apply will remain effective.
Following Russia's military aggression against Ukraine and the deterioration of the security situation in Ukraine, it is urgent to support the evacuation of Ukrainian nationals forced to flee their country and to facilitate their access to territory of the Grand Duchy of Luxembourg by exempting them from the temporary restrictions at the external borders linked to COVID-19. Therefore, Ukraine has been added to the list of third countries whose residents should not be affected by a temporary restriction at the external borders of non-essential travel to the Grand Duchy of Luxembourg.
The Ministry also announced that the temporary restrictions on entry into the territory of the Grand Duchy of third-country nationals who have their residence outside the European Union (EU) or the Schengen area have been extended until 30 June 2022.
At the same time, the ministry clarified that following the recent equivalence decisions of the European Commission, the vaccination certificates issued by the authorities of Benin and Jordan are now to be considered as equivalent. Thus, third-country nationals with a certificate proving a complete vaccination schedule issued by Benin or Jordan will henceforth be authorised to enter the territory of the Grand Duchy of Luxembourg, including for non-essential travel, as long as the administered vaccine is accepted in the Grand Duchy.
In addition, on the basis of an amendment to Council Recommendation (EU) 2020/912 concerning the temporary restriction of non-essential travel to the EU and the possible lifting of this restriction, Luxembourg will henceforth also allow third-country nationals holders of a certificate of reinstatement to enter the territory of the Grand Duchy, including for non-essential travel. In this context, reinstatement certificates issued by a Member State of the European Union or the Schengen area (EU27, Iceland, Liechtenstein, Norway and Switzerland), or by a certain number of third countries (appendix C for the complete list of reinstatement certificates accepted by the Grand Duchy).
Finally, the Ministry of Foreign and European Affairs and the Ministry of Health announced that the health measures to be observed by people entering Luxembourg territory by air have been extended until 30 April 2022.
Persons aged over 12 years and 2 months, authorised to enter Luxembourg (all nationalities combined), are required to present before boarding a flight to Luxembourg:
- Either a vaccination certificate attesting to a complete vaccination schedule against COVID-19. Provided that the vaccine administered is accepted in the Grand Duchy, vaccination certificates issued by a Member State of the European Union or the Schengen area (EU27, Iceland, Liechtenstein, Norway and Switzerland) are accepted, as well as the certificates issued by a number of third countries (annex B for the third countries concerned);
- Either a recovery certificate drawn up by a doctor or a national authority of a Member State of the European Union or a Member State of the Schengen area (EU27, Iceland, Liechtenstein, Norway, and Switzerland), as well as the certificates issued by a number of third countries (annex C for the third countries concerned) for persons who have suffered a recent SARS-CoV-2 infection within the six months prior to their travel and who have completed the period of isolation applicable in the respective country with disappearance of any symptoms of infection;
- Either the negative result (on paper or electronic document) of a nucleic acid amplification test (NAAT) for the detection of SARS-CoV-2 viral RNA (PCR, TMA or LAMP methods) carried out less than 48 hours before the flight or a rapid SARS-CoV-2 antigen test carried out less than 24 hours before the flight, by a medical analysis laboratory or any other organization authorized for this purpose. The negative result of the examination in question must be presented, if necessary accompanied by a translation, in one of the administrative languages of Luxembourg or in English, Italian, Spanish or Portuguese.
