Significant changes to excise duties on e-liquids and electronic cigarettes are due to come into force in several European countries, including Luxembourg, on Tuesday 1 April 2025.

According to a statement issued by wholesale company Jactal, an increase in excise duties of €0.12 per millilitre will be applied to all e-liquids, whether or not they contain nicotine. Jactal added that the Luxembourg government has been reforming  taxation of vaping products, as part of a desire to strengthen the sector. As a result, any e-liquid sold in Luxembourg must be accompanied by a sign attesting to the payment of this tax, similar to that affixed to tobacco products.

Jactal noted that this new tax will lead to an increase in prices. For example, a 10 ml bottle will see its price increase by at least €1.20. These adjustments also concern neutral bases and nicotine boosters used by fans of personalised blends.
