The Luxembourg Institute for Regulation (Institut Luxembourgeois de Régulation; ILR) has reported a 2.7% decrease in the postal sector’s revenue for 2018.

In its recent report on the evolution of the postal market in Luxembourg, the ILR reported that the sector's total revenue amounted to €166.74 million in 2018, a decrease of 2.7% compared to 2017. This turnover includes that of mail items postal charges, which fell by 3.9%, as well as that of the sales of parcel services, which similarly fell by 0.7%. Parcel services represented 31.9% of the postal sector's turnover in 2018. Between 2015 and 2018, the share of parcel services increased by 6.3%. 

The total volume of postal items decreased by 3.2% compared to 2017 and stood at 188.37 million units in 2018. Over one year, postal mail items fell by 3.9%, while parcel services increased by 11.6 % in 2018. In 2018, each inhabitant received an average of 1.16 parcels and 20.21 letters per month. In addition, inbound cross-border parcel service traffic accounted for 80.4% of the total parcel service traffic. This was significantly higher than both national and outbound cross-border traffic.

Regarding consumer access to postal services, the number of automatic package distribution points (pack up) continued to increase, going from 32 in 2015 to 91 in 2018, an increase of 184% in three years. On the other hand, the number of postboxes decreased from 1,141 in 2017 to 1,131 in 2018.
