
On Thursday 31 July 2025, Luxembourg’s national railway company, CFL, announced that as of Friday 1 August 2025, it has entrusted Brinks Security Luxembourg with providing security, surveillance and protection services at its sites and on board its trains.
This follows the termination of the service contract with Protection Unit, which, according to CFL, took effect on 31 July 2025 in accordance with legal provisions.
CFL described these measures as necessary following the launch of judicial reorganisation proceedings by Protection Unit on 5 February 2025. On 5 June 2025, CFL was informed that no buyer had been found to take over the contract, which began on 1 February 2025 and had initially been intended to run for four years.
To ensure the continuity of security and surveillance services, CFL launched a call for tenders on 6 June 2025. Due to the urgency of the situation and in accordance with legal provisions, the contract was awarded through a negotiated procedure without prior formal competition.
Brinks Security Luxembourg has been awarded a nine-month contract, allowing CFL time to conduct a formal tender process for a new four-year agreement.
According to CFL, staff from Protection Unit will be transferred to Brinks Security Luxembourg in line with the provisions of the Labour Code.
CFL noted that it ensures the safety of its customers and staff through the presence of external security personnel. The current security service covers twelve stations and around ten CFL sites. Additionally, approximately 15% of CFL trains are accompanied by security staff, with increased presence during weekday evenings and on night trains.
