Luxembourg's Ministry of Digitisation has confirmed that, on Monday 25 January 2021, Marc Hansen, Deputy Minister for Digitisation, and Moulay Hafid Elalamy, Minister of Industry, Trade and Green and Digital Economy of the Kingdom of Morocco, signed - during a videoconference - a declaration of intent by which the two governments indicate their desire to collaborate more closely in the digital domain.

After Luxembourg's economic mission to Morocco in 2019, the Ministry of Digitisation, the State Information Technology Center (CTIE), and the Morocco Digital Development Agency, responsible for the implementation of the Moroccan digital development strategy, continued their discussions to identify potential avenues for collaboration. Indeed, the two countries have made digital transformation a priority to support the modernisation of their public administration, to promote innovation and improve the quality of life of citizens.

The declaration of intent between Luxembourg and Morocco highlights the willingness of the two countries to share their expertise in the development of the digitisation of public services. Thus, areas such as digital trust, digital inclusion and digital infrastructures will be full subjects of this cooperation.
This partnership also paves the way for collaboration in the field of innovation and the modernisation of digital public services, in particular between the GovTech Lab, of the Ministry of Digitisation / CTIE, and the Digital Factory of the Moroccan Digital Development Agency. 

During his speech, Deputy Minister Hansen identified priority topics of mutual interest including interoperability, training in digital inclusion and the importance of developing digital infrastructure. He also underlined that Luxembourg relies on a collaborative approach. In this sense, the sharing of experiences and expertise promotes innovation and the progress of a country. In addition, the minister specified that "this declaration of intent marks the start of a mutualized collaboration which will contribute to a digital transition beneficial for both countries".
