The governments of Luxembourg and the Netherlands have issued a joint request to the European Commission to justify its decision to close its infringement procedure against the German government concerning its planned introduction of a road charge for light vehicles with a parallel tax relief available only to owners of vehicles registered in Germany. 

On its face, the measure appears to be a violation of the principle of non-discrimination. 

In a joint statement, the governments said “With a view to safeguarding conformity with EU law and notably the principle of non-discrimination, we urge the Commission to substantiate its decision to close the infringement procedure, including a legal assessment of the German toll plans”.
