On Friday 12 September 2025, Luxembourg’s Ministry of Mobility and Public Works and Administration of Roads and Bridges provided an update on the implementation of the carpool lane on the A3 Motorway.

As part of the A3 motorway widening project, the first major step was completed on 23 March 2025, with the opening of the first section with 2x3 lanes and the introduction of Luxembourg’s first carpool lane, linking the Berchem service area to the Croix de Gasperich.

According to the ministry, the assessment of this first phase is positive, as carpool drivers and public transport users can now move more quickly thanks to the lanes available to them (carpool lane and hard shoulder). During peak hours, the average time savings are approximately four minutes in the direction of Luxembourg (between 06:00 and 11:00) and approximately five minutes in the direction of France (between 15:00 and 20:00). The ministry regards these gains as “significant” for such a short section of the development: 4 km towards the capital and 2.1 km towards France.

The ministry noted that these initial results align with the government’s goal of promoting sustainable mobility in the Grand Duchy of Luxembourg by providing attractive transport alternatives, such as prioritising public transport and carpooling. They also support Motion 2814, submitted and unanimously adopted on 14 December 2017 in the Chamber of Deputies.

Following the initial adaptation phase, the ministry has announced that minor modifications will be implemented from Monday 15 September 2025.

In the direction from the Berchem service area to Croix de Gasperich:

  • The duration of the maximum speed limit during peak hours will be reduced from 06:00–11:00 to 06:00–10:00.
  • The maximum speed will increase from 90 km/h to 110 km/h outside peak hours, during which from 06:00 to 10:00 the limit will remain reduced to 70 km/h on lanes open to all vehicles, including the carpool lane and the hard shoulder reserved for buses.
  • The bus lane, located on the hard shoulder between Berchem and Croix de Gasperich with a maximum speed of 70 km/h, will no longer operate continuously but will be accessible to buses only during peak hours between 06:00 and 10:00.

In the direction from Croix de Gasperich to the Berchem service area:

  • The maximum speed will increase from 90 km/h to 110 km/h outside peak hours, during which (from 15:00 to 20:00) the limit will remain reduced to 70 km/h on lanes open to all vehicles and on the carpool lane.
  • The ministry also announced that to better enforce the carpool lane regulation (minimum of two persons per vehicle), specific speed cameras will be installed. This will take place during autumn 2025, followed by a trial phase.
  • In 2026, dynamic signage will also be installed, allowing greater flexibility in maximum speed limits, which can be adjusted in real time according to traffic conditions.
