On Wednesday 26 November 2025, the second meeting of the Strategic Committee, chaired by the Luxembourg Ministry of Health and Social Security, took place.
According to the ministry, the Committee is tasked with further analysing measures intended to help restore a sound and sustainable financial situation for health and maternity insurance, as announced at the Quadripartite meeting of 13 October 2025.
In collaboration with professional associations, within dedicated thematic groups, the Committee is responsible for formulating the necessary action recommendations to be submitted to the relevant authorities. The objective is to sustainably restore the funding trajectory of health and maternity insurance in a context marked by sustained demographic changes and expenditure growth outpacing revenue.
The Committee brings together representatives from the Ministry of Health and Social Security (M3S), the Medical Control of Social Security (CMSS), the General Inspectorate of Social Security (IGSS), the Health Directorate (DISA), the General Inspectorate of Finance (IGF), the National Health Fund (CNS), the executive directors of the CNS Board representing social partners, as well as the professional associations referred to in Article 80 of the Social Security Code.
The Ministry of Health and Social Security reported that at the second meeting, the following professional associations were present: the Association of Doctors and Dentists (AMMD); the Luxembourg Pharmacists’ Union (SPL); the Federation of Medical Analysis Laboratories (FLLAM); and the Luxembourg Hospitals Federation (FHL).
Martine Deprez, Luxembourg Minister of Health and Social Security, welcomed the commitment of participants during the inaugural meeting: “I would like to thank all the partners present at this launch meeting of the Strategic Committee. The work undertaken with the social partners must now be deepened with the professional associations in order to ensure the sustainability of the health and maternity insurance system in a challenging economic and demographic context.”
The Strategic Committee noted that it will meet on a monthly basis, while the thematic groups will meet weekly to work on specific measures.
A first assessment of the work will be presented at the next Quadripartite meeting, scheduled for spring 2026.
