
Luxembourg's Ministry of State and Ministry of Health have published details of the second phase of Luxembourg's COVID-19 vaccination programme which is not likely to start before the end of March.
The Government cabinet, meeting yesterday, has taken on board the opinion of the National Ethics Commission (C.N.E.) on 21 January 2021 and have decided to proceed in line with the dual objective behind the vaccination strategy, namely the protection of the most vulnerable people according to their age or state of health and the protection of our health system.
During the second phase, people aged 75+, both healthy and vulnerable, will be vaccinated, starting with the oldest. At the same time, highly vulnerable residents, with no age restriction, will also be eligible to be vaccinated.
The Superior Council of Infectious Diseases will be responsible for deciding on people who fall under the definition of “highly vulnerable”. A consultation will take place this week with the medical profession, represented by the Association of Doctors and Dentists (AMMD) and the Circle of General Practitioners (CMG), in order to agree on the criteria applicable to medical certificates attesting to this state of vulnerability. This work will be finalised by the end of the week.
The Ministry of Health has asked citizens not to go to their doctor to have their vulnerability certified as long as the work of the CSMI and the medical profession has not been completed.
The other categories of people to be vaccinated later will be fixed in a next step, also taking into account the vaccine doses available at that time.
The second phase of the deployment of the vaccination campaign will not be able to start before the first phase is completed, i.e. in principle towards the end of March, subject nevertheless to the delivery and availability of sufficient doses of vaccine.
