On Friday 17 July 2026, Luxembourg's Ministry of Health and Social Security and the Ministry of Research and Higher Education announced the introduction of a specific status for doctors in specialist training (MEVS), as set out in the 2023-2028 coalition agreement.

According to the ministries, the new status aims to provide doctors in specialist training with a harmonised framework for continuing their training while strengthening Luxembourg's attractiveness as a destination for medical education.

Following three years of consultations with stakeholders and representatives of doctors in specialist training, a model agreement has been developed to establish, for the first time, a common framework for clinical placements in Luxembourg. The ministries thanked all parties involved in the process, including the Luxembourg Association of Doctors in Specialist Training (ALMEVS), the Luxembourg Hospital Federation (FHL), the Association of Doctors and Dentists (AMMD), the University of Luxembourg, the General Practitioners' Circle (CMG) and the Medical College.

Through close cooperation with the Joint Social Security Centre (CCSS), each doctor in specialist training will receive all the information required when entering the Luxembourg healthcare system in a clear and accessible format.

The new agreement aims to provide a more structured and harmonised training pathway by defining the conditions for clinical placements, supervision arrangements and the rules governing remuneration. It also clarifies the roles and responsibilities of the various parties involved, including trainee doctors, placement supervisors, training providers, host institutions and the State.

The ministries added that, by establishing a transparent framework shared by all stakeholders, the new system is expected to strengthen Luxembourg's attractiveness as a location for clinical training.

Following the agreement reached between the stakeholders, the ministries will continue preparing the draft legislation required to implement the new framework. The changes will enter into force once the necessary legislation has been adopted.

The new arrangements will be evaluated after two years to assess their impact on specialist medical training and Luxembourg's attractiveness as a training destination. The evaluation will be carried out in consultation with the signatory stakeholders and, where necessary, the provisions of the agreement may be adjusted in light of practical experience.
