On Monday 9 March 2026, Luxembourg's Ministry of Home Affairs issued a statement regarding the decision of the Administrative Court to reject two appeals against the begging ban in Luxembourg City.

Two individuals had legally challenged the controversial begging ban. In June 2025, the Administrative Tribunal had already ruled the appeals inadmissible.

According to the ministry, Luxembourg's Minister for Home Affairs, Léon Gloden, acknowledged that the Administrative Court, in two rulings dated Thursday 5 March 2026, declared the appeals against the Administrative Tribunal's 5 June 2025 judgments unjustified. The court thus confirmed the earlier rulings declaring inadmissible the two appeals against the minister's decision of 11 December 2023.

The City of Luxembourg introduced the begging ban in mid-December 2023, with enforcement beginning in mid-January 2024. The regulation restricts begging in designated streets and public spaces. The authorities presented it as a measure aimed at combating organised and aggressive begging.
