On Friday 17 April 2026, the European Commission announced the results of its Sovereign Cloud call for tender, through which European Union (EU) institutions, bodies, offices and agencies can procure sovereign cloud services for up to €180 million over a six-year period.

The tender was launched in October 2025 as part of efforts to strengthen the digital sovereignty of EU entities.

The Commission has now awarded four contracts to the following providers:

  • a Luxembourgish-French partnership led by POST Telecom with OVHCloud and CleverCloud;
  • the German company STACKIT (Schwarz Group);
  • the French company Scaleway (Iliad Group);
  • a Belgian-French-Luxembourgish partnership led by Proximus, using services from S3NS (a joint venture between Thales and Google Cloud), Clarence and Mistral AI.

In a press release, Proximus NXT said it had been selected, alongside three other providers, under this six-year framework agreement to deliver sovereign cloud services to EU institutions and agencies.

According to Proximus, the framework contract covers potential services for the European Commission, the European Parliament, the European Council, the European External Action Service (EEAS) and around 70 EU agencies.

Proximus said its solution is based on "a fully sovereign cloud environment" designed to ensure European legal control and data residency, supported by a "sovereign operating model".

It added that the solution combines cloud sovereignty, advanced security and European artificial intelligence (AI), bringing together several European partners and technologies, including: Proximus and Proximus NXT in Belgium and Luxembourg; S3NS; Clarence, a joint venture between Proximus and LuxConnect; Mistral AI; and Thales.

Proximus said that sovereignty, security and trust are becoming key requirements for European institutions in areas such as cloud, data and AI.
